What is an ASN?

An Autonomous System Number identifies a network that announces routes on the public internet. Every ISP, hosting provider and large network has one, and it is the most reliable way to tell who actually operates an address.

Does this tell me someone's location?

No. It reports the country an address block was allocated in, which is a registry fact, not the physical position of the device. Treat IP geolocation as a rough hint at best.
